If Valve wanted to do a Breen Character again, they wouldn’t need him, as breen was put into a host body, thus he no longer has the same vocal cords to make the same sound. All they would have to do is have a character with an alien voice that talks like breen would talk.

In my opinion, Breen is definitely dead and always was. Valve never planned his comeback. It was an antagonist for HL2, he played his role and passed away. Now, there are combine advisors to take his role…

Considering Valve have been working on Ep 3 for a few years, they should have come pretty far and already have his VO’s (if any) recorded.

I believe the intent of the message was “his opinion is subject to what he thinks Valve’s plans will be”.
(We can hope his estimate of the future is based on some sort of chronological trend…)
