Its heavily implied that he dies. The characters don’t seem so worried about breen so they probably think he didn’t survive, but it never actually shows him dying or straight up tells you he’s dead.
i thought breen was a pretty cool guy. eh killed city 17 and doesnt afraid of anything

Yeah, I was gonna make a thread about it. It’s always sad when somebody that voice acts a character that you know passes on. 
But Dr. Breen died in Half-Life 2 so we don’t have to worry too much about it.

He had a fun adventure so amazing no one can never learn of it. Ever.

If Malcolm McDowell did voice Breen, it would be crazy. I can never think of him without thinking of A Clockwork Orange, he’d turn Breen some sort of Combine droogie.
