Combines look low tech? Did anybody ever say “Those things Look Low Tech!” when they saw the NAKED stereotypical aliens? I think NOT!
Part of joining the combine includes having any of your organs that the combine deem unnecessary removed, essentially changing the effective biology of the soldiers/guards in question. Some form of gas based attack could easily be designed to affect the combine’s unique physiology while leaving normal humans untouched, hence it’s an obvious defense that should be taken. It likely does far more than just that though.
So? They work, they’re already there, why completely replace or redesign when you can just tweak what already works?
What could possibly be more expendable than a member of your enemy forces working for you and using your most high tech weaponry? Oh, yeah, that’s right; A member of your enemy forces working for you NOT using your most high tech weaponry.

If I’ve learned anything from my “What would you change about Half-Life 2” topic, it’s that the more stereotypical, cliche and uninspired you make enemies the less people seem to complain about them.
Ok i am just wondering this, if there was a huge portal like in hl2ep2 why didn’t the just send nukes into it? only problem is there is only 3 areas you see nukes in the intire hl serise and there all in hl1. and the combine are weak i did a test on gmod shot a combine and a rebel in the same area of the leg combine takes 3 shots rebel takes 4 shots.

The rebels have to run more, so it stands to reason that they have stronger legs, of course that doesn’t really say much about the quality of the Combine armor, since the majority of their armor is on their body.

If you want some story explanation:
The combine defeated the earth’s ENTIRE MILITARY in 7 FUCKING HOURS.
Hakf-Life 2 takes place nearly 20 years after this. Therefore the majority of the Civil Protection and Overwatch members probably know little to nothing about actual combat, seeing as how they were most likely in their teens, if not younger, when the combine forces invaded.
And again, if they were capable of defeating the Earth’s entire military within 7 hours, They obviously don’t give too much of a shit to put any sort of major weaponry on the planet, since there’s no significant threat to be worried about. At least not until Freeman came about.
