I think he has no role, period. That game was made to surf of HL1 succes and bring more money in the bank, it probably was never planed in the first place and do not have any futur in the HL games.

You do know that Mark Laidlaw did have some say it what the story of the expansions was right? Plus there is evidence that they are cannon anyway.
1: the destruction of Black Mesa in the end of Op4, confirmed in HL2.
2: The Mark V HEV suit mentioned in Half-Life: Decay instruction manual, used in HL2.
3: Barney Calhoun from HL: Blue Shift, appeared in HL2.
There you have it, evidence from all three expansions that appears in Half-Life 2, they are cannon, but loosely tied.
Well, Barney was already in HL1, his character just wasn’t individualized until BS and fleshed out until HL2.
Sheperd, Chell, Gordon and Barney will all appear at the same time. Chell will be Gordon’s cousin and Alyx his wife. However, in the ending sequence Alyx will not be present. All 4 main characters will have to go through series of stupid maps all ending with an escape to the next level. They will have a selection of weapons and hordes of zombies to counter. The game will be called Left 4 Half Portal 2: The Opposing Shift…

I always felt like Valve didn’t enjoyed any of the story arcs in extensions created by outsourced company productions like by Gearbox. That’s why there are zero to none references in any later Half-Life games. No references to Keller, Rosenberg, Otis, Green or Cross. Though since TF2 and Portal we also know that Valve games has become increasingly more focused on fan service. So I’ll guess they’ll put in at least Shepard to at least some point in episode 3.
From an aesthetic pov I think Shepard would fit in best as some sort of villain. Maybe some sort of Combine officer or something like that, but in a way like Breen also somehow still as an quasi independent human.
