Specs may not be the issue. The download may be corrupt. I think there is a tool in Steam to check the local game data integrity.
I seriously doubt he is running the stock GMA. He says he is able to run EP1 and EP2 just fine, so he probably has something in the PCI express slot.
Edit: also, always check for GPU driver updates. The stuff that comes on the disc from the manufacturer are by definition out of date.
I dont think that can run hl2.

Got similiar problem with ati radeon HD3650, sometime it just stucks, sound loop and after while monitor turns off.

Yeah you could try checking if the file’s in order.
To do this, go to Steam. In your games list, right click on Half-Life 2. A small menu will appear. Select properties. A menu will pop up. Click the ‘local files’ tab. Then click ‘Verify Intergrity of Game Cache’.

Yeah it’s most likely the videocard, since it’s a terrible videocard.
Might wanna consider getting a new one. Especially if you plan to game more on it.

If you’re considering it, think of the following things:
What kinda videocard do I want? Right now myself I’d recommend a card from the ATI 5xxx series.
Maybe a 5750 or a 5770. Depending on how much you wanna spend. Think a 5750 is about 130 dollars right now or so.
You’ll also have to make sure that you have a PCI-Express slot (Which is very likely with a dual core processor, but always check. Better safe than sorry.)
Make sure you have a power supply big enough to support the card. (Check the cards system requirements on ATI’s site)
I’m pretty sure hl2 is a 32 bit program, running it in 64 could cause all kinds of mischief.

This is obviously the wrong answer, because video card crashes are always random, he wouldn’t be able to play one bit of episode 2 if his PC crashes at the gman speech in hl2.
One possible solution would be to delete the Half-Life 2 folder in Steam.
It should be something like C:\Program Files(x86)\Steam\SteamApps–your username–\Half-Life 2\
Deleting it won’t force you to download it again but it might reset your settings.
If that doesn’t work there is a problem with the gcf files, steam has a feature to do a re-check just check in the properties for Half Life 2… if all else fails you might have to delete all the HL2 related gcf files and re-download the game.
Those specs are “new”?

maybe it’s a sound issue, since it loops at gman saying “no”. Try different sound settings in-game or change hardware acceleration modes on dxdiag tool and see if it works.
I doubt that he has a intel integrated graphic card since he can run EP2 on high settings. My computer with a 7600GT (which ain’t so powerful anymore, but is better than those integrated chips) can’t run smoothly EP2 on 1024x768+ resolutions on high quality settings (or maybe 1280x1024+, i don’t remember).

Oh my fucking god, I just read your specs. Get rid of the goddamn GMA right now. I had a GMA X3500 that ran HL2 on a pristine 13 FPS, and yours is an older model. Seriously man, get a new one, and pray to god you aren’t using a computer that I would describe as “Locked” like my dear old ASUS Essentio, where there wasn’t even an AGP slot.
