Biological warfare agents are both designed to kill efficiently, easily, and neatly. Causing strange mutations and slowly killing victims defies all of those. Plus, biological warfare, AFAIK, is illegal, and if you use it, people will notice.

I recall seeing something that proved that the losses would have been worse if we had time to launch a counter-attack at pearl harbor, so don’t whine.
