I always just assumed it was a fictional amalgamation of countries with elements from various places so that they could avoid having to pin down the location exactly.

After completing STALKER: Shadow of Chernobyl and discovering the corpse of Dr. Freeman I can confirm that City 17 is located in the Chernobyl Power Plant region in the Ukraine.

Although it says he was sent to some strange town in Russia, and THEN to the endless Ukrainian plains. Since Shadow of Chernobyl is definitely canon, we can determine City 17 is a strange town in Russia.

Dudes, I am from Bulgaria, and I can say with certainty that many locations are modeled after building found all over Sofia, as well as there is one sign that says: “Цимент”, which means “Ciment, or Concrete” in English. This spelling of the word in Cyrillic is ONLY used in Bulgaria. So it is a mix of things - Bulgaria/Eastern Europe/Russia, etc.
