There are many Cyrillic signs, so it’s definitely not Hungary, Romania, Poland or Slovakia etc… But rather Ukraine, Byelorussia or Russia. The Lada and Trabant cars are not unique to Russia but of every country under former Soviet domination, which is all of Eastern Europe. I would say it’s somewhere rather north, along the West of Russia.

I don’t think any Soviet car was ever popular outside Eastern Europe… Except for the handful of old people you see driving Ladas here in the UK, but they’re gradually dying out

it wasn’t an original Golf ingame - but it looked very similar and they surely used the original Golf I/Rabbit for the Golf-like car ingame.

The buildings on the outside definitely say ‘Russia’. However I’ve never seen buildings that looked like this on the inside… Any interiors I seen were made of as much concrete as the outside… Not to say there aren’t such interiors in Russia, I just haven’t seen them.

It’s definatley in Eastern Europe. One of the most plausable suggestions that it’s the Ukrainian city of Odessa. New Little Odessa and Odessa Cubbage gives good indications of this fact. Also, look at it’s appearence on a map:
