City 17 was filmed in Riga, Latvia. The whole scene has almost 100% same like how it looks in Riga…Well except burning parts and that black tower from Half-Life 2

In Raising the Bar, the devs say a number of times that it was indeed based on cities around the Ukraine and various former soviet countries.the city was designed specifically designed to show the different architectural eras; 18th-19th and then early 20th century buildings and designs, then they added more soviet area landmarks and architecture, and finally Combine architecture.

that’s the idea. after the portal storms the surviving human population were herded into large fortified cities, prior to the combine invasion. the combine presumably utilized those remaining cities as their main hubs
