I wouldn’t count on it being released at all on PC, Rockstar has publicly stated that they’re moving away from PC after how GTAIV was received on it.
At the same time, LA Noire is about to be released on PC, so how that does on it may be their deciding factor for whether or not they release V on it.
It would be a great loss for PC gaming if they really go through with it.
It was received badly because Rockstar was lazy and didn’t port it well, and in fact did it very poorly.
