they are not the same person. Lips + widows peak are different, for example.

Gordon has beard. And g-man not, So we can’t say any thing about lips 100%.
But about widow’s peak, I think they are much like each other. Take a look. Style of widow’s peak are same. But we can’t forgot that g-man is older then Gordon.
Even if you check g-man’s nose you can see maybe effect of using “glasses”. Funny.

There are a lot of problem in this opinion. I know! as i said before, HL1 has a lot of them! If you remember what Nihilanth said before dying: “You are Man, He is not Man” i think. Or something like that!

I think that they used the green eyes on Gman in hl2 (cause hl1 any1 had coloured eyes except assassins [when killed from the back while they were moving the eyes will be shown]) after searching for eye colours of the characters and they saw the textures of Gordan. “Oh look let’s use the eyes of Gordon Freeman and problem solved. Any1 will care.”
