Interesting. Not a god, but definately something better than the Combine. Heck, he could even be working for some race that overlooks everything, one who doesn’t care too much about anyone dying or other races being wiped out.
Maybe he belongs to a master race and uses physically gifted beings to do his bidding…Like Adrian and Gordon. He didn’t use Barney because he was a drunk, I don’t know about the doctors in Decay, though.
