In many ways it was. The cops aren’t hilariously idiotic anymore, they actually seem serious this time around “I’m not. fucking. kidding. asshole!”. No more funny arguing chopper pilots, no more silly one-liners repeated by the cops as they chase you, etc.
Yeah, but all of the regular street cops are fat, which makes them funny. Also the dudes at the hot dog stands say some pretty funny shit.
