Chell is a test subject. I assume that they had some reserve of them (probably prisoners or something). They do allude to her being an Orphan which could mean she was “adopted” by Aperture for the sole purpose of testing. That’s just my take on it. I personally think they leave her so void of background so the players can fill in their own blanks. Having a whole set back-story is a bit boring for a character YOU are playing.
