I Browsed everything about Half-Life and came up with an Idea.
One : In EP2 , You heard , Eli saying that G-Man Brought The Crystaline Specimen to The Scientist on Black Mesa.
Two : During The Event of The Destruction of Black Mesa and The Death of Nihilanth , The Rift Worsen , which Allows Combine to Invade Earth.
(According to a Article by Valve , The Spectrometer was not Damaged by the nuke but the Resonance Cascade Itself.)
So , Some parts of Sector C is not destroyed but infested by Mutants.
Like in Episode One and Two , You have to Escape before The Citadel Turns City 17 into a Mutant-Infested Crater

There should definitely be a keyboard in their hands… With most of the vowels missing (except u), and most of the numbers missing (except 2 and 4), and no knowledge of punctuation unless it’s to emote.
