Fyi there’s a little more to it than that. That’s the basis, yes. But you also need to keep the cable taught the entire way through and then you need to cycle the thread back down the mountainside, the angle of the slope (if you’re off by a few degrees you’ll hit the floor). As Pyro stated, it takes some engineering prowess to pull it off. But I digress.
Yeah, it pretty much just requires some (a lot) of thought. The motor technology has been around for a hundred years, everything, for thousands of years. You’re not telling me they “don’t have the technology”. It’s probably more a matter of being able to produce something at this scale, without an industrialized population who’ll do the work for you.
