Nope, it’s not a commercial product, and so they don’t have to follow the official rules of the government, because well, it’s not a stand alone game.
This actually depends on the status of the effects. Gibs will definetly be in-game, no matter what version of Source you have. If the mod uses Source default blood splatter, I’d guess you would get a mix of cencored splatter and gorey gibs.
All the assets are unique to black mesa, it won’t use the same blood splatters.
So, no, Black Mesa won’t be censored in any country, you’ll get all the blood, gore, and violence you want, and maybe more than you want! No robot grunts, no scientists cowering instead of dead!

Also you could probably replace any censored material with skins. All of my HL2 blood is currently TF2 blood.
Yeah… I’ve installed a Ep2 uncut patch…
but TF2 is still s**t with rubber duck and unicycles… > 
and I can only find a TF2 uncut patch for the german STEAM… and german games sound stupid 
but weird is… some days ago I had the uncut version… and now this:
I feel your pain. The first time I played TF2 I had the German censored version, and the unicycles creeped me out. Here’s a picture, in case you don’t know what these “party gibs” look like (which I doubt).
I like rubber ducks, though. Maybe I should try and replace a regular gib with one, just for fun. Or maybe I should replace a random prop, like a pencil, and place a rubber duck there instead. Would that even be possible? Ah, the possibilities are endless.
