Well, it looks like CSS is going to get a pretty beefy update in the coming months but as fnoigy so plainly stated, neither game is worth the money ATM.
Neither game is worth the money EVER. They’re both boring-ass games with some of the world’s most insufferable players.
Then again, maybe the OP hates fun, variety, and good company.
What I like about the CS games is the modability. For LAN parties, it is freaking amazing.
…if one of your other choices though is MW2 or something… stick with CSS

CS: S is the better deal, because then you get access to THIS mod. Pretty awesome single player missions and a HUGE range of customization.
^This is the entire reason I bought it.
It was fun, but it crashed all the damn time.

If you have Gmod, then get CS:S as lots of props and textures from it are used.
I think most of them you get anyway.
But in my opinion CS: S is the one to get. CS was good, but is a bit old now. I played it the other day, and realised how dated it felt.
Anyway, CS taught me how to play FPS so it deserves credit.
CS: S is exactly the same to CS. Only with better graphics and in a newer engine (source).
Definitely worth your money, when I got it, it was on offer (10 bucks) but still I think it’s worth 20 dollars. There are lots of mods out there (zombie mod being my favourite) and you will find your self coming back again and again to the game for a quick match.
If you aren’t convinced other games I recommend you are Team Fortress 2 or call of duty 4 (not modern warfare 2).

I know this is off topic but If I can run TF2 on my pc(I have it) with little lag. How well can I run l4d or l4d2 ( I have the 360 version but i want the pc version for modding etc.)

L4D2 has multicore support I believe so it might run a little better than tf2.
TF2 has multicore support as well.
If you buy CS: S in the store, the box comes with Day of Defeat: Source as well. Definitely well worth the money, since DoD is one of the most overlooked games ever and it ROCKS!
Get Bad Company 2 instead.
