I remember seeing screenshots of a Sweet Tooth doppelganger riding around in Axel’s vehicle. I hope it was just a placeholder.

All the characters are the bosses of their own gang. I guess they did it so each vehicle could potentially have passengers for secondary fire.
So it’s like Gotham City Impostors kinda.
