Can I get a steam game pack and give one of the games from the pack to a friend?
of course you can. 
Err. No. When you buy the pack they all go to one person IIRC (if you buy them in a pack, if you buy them separately, you can gift to them whoever).
Unless you own the game already, then you can pass it off.
