if you have PeerBlock, Peer Guardian turn them off or add an exception. Also disable/add exceptions to your firewalls.

Close steam. Go Program Files then find ClientRegistry.blob in your steam directory and delete it. Restart steam.

If you reinstall it, make sure you delete the Steam folder before the installation because it will keep all the settings otherwise.
Also why don’t you have a firewall up. Isn’t that just asking for trouble?

Could be a virus stoping you from steam. I’ve had to remove a keyloger once on mine.
