Specular Surfaces (Wetness)

Does anyone know how to create a wet spot in a Source Engine game?

You also see this effect it in some other Source games (HLS for example), but sadly I don’t know how to add it. Is it a kind of overlay? And if yes, which texture has to be used (watermaterial)?

decal/decalsplash would also suggest being a splash but when applied it’s black (at least it is in the OB engine).
