It seems you have an LCD screen, specifically one with a high enough response time that you can see the pixels take their time to go from one colour to another, exacerbated by the fact that that particular pattern makes it occur on lots of neibouring pixels at once.
The only solution (apart from say scrolling 2px at a time instead of 1) is get a new expensive monitor with a much lower response time, or just use a CRT.
