Rain splashes in Source

Is it possible to get a similar effect like the rain splahes from L4D into any other Orangebox Source game, like Episode 2?

And what have to be done for that? Just creating a new particle effect?

It says, to get the default splashes working on other surfaces than water would reqiure changing the source code.
Are there ways to get it done, without programming? By just creating a new rain splash particle effect for example?

afaik it’s possible with the OB particle system, without coding

I remember seeing a tech demo done by valve showing off rain splashes and some other neat features.

It had to do with multi-core processing or hyper-threading I believe.

I’ve yet to see a game with believable amounts of rain that actually kind of looks like rain.
