GIMP does it pretty easily. Just open all the images as layers than then save it as a gif.
I was going to say GIMP as well.

Edit: ugh. Looks like crap! Every gif animation tool I have tried keeps putting lines in the image. Is there anyone here that is an image guru that can help?

Edit 2: And now that I look at it in the browser, the lines arent there. Hrm. Must be the image program looking at the gif? What do you guys see?
