Chances are, the .gif isn’t animated at all… or it is broken.
Does vbulletin support APNG? If so, use that.
well all the ones i try to use are less then 64k…
This might sound stupid, but did you check if those are really animated?

APNG doesn’t work in all browsers, unfortunately.
