you might think of Windows NT 3.5, 3.51 which looked just the same as Windows 3.1. I don’t know if anyone shoehorned DirectX onto it though. But I wouldn’t be surprised if someone did. People have done crazier stuff.
Windows NT 4.0 got the Windows 95 look with taskbar on bottom and folders and stuff.
Also MS released a technical preview called “NEW SHELL” for Windows NT 3.51 which added the the taskbar and folderwindows to it (among some other new features coming in Win95).
And if you miss that on Windows 3.1 you can install Calmira. It isn’t the exact same as in Windows 95 but it mimics it very well.
ALso I recently installed Windows 3.1 on my Celeron laptop. HIMEM.SYS spent a long time counting the RAM (I have 1GB) and Windows only ran in standard mode (with /S switch), but I could play Minesweeper so my day was saved.

I remember playing it on a pretty shitty system which caused massive glitchy polygons to form at distances greater than 50 metres.
I thought I was the only one who played that game.
Hitting those orange and white trucks caused them to go flying… What fun…

Pentium II 266 Mhz
32 MB RAM
350 MB HD Space
8 MB GPU that supports DX 7.x or higher
Those seem pathetic now, but back then I was using a Pentium II @ 200 Mhz, 32 MB RAM, no idea how big a HDD, and onboard graphics. I literally got < 1 fps playing Lego Island 2 on that computer.
Midtown Madness 2 is the first game I 've ever played. It came together with my first pc and Crimson Skies.
I played Midtown Madness 2 on a PII (forget what clockspeed), 64mb RAM, integrated gfx, 15" screen. It was deff not a powerful integrated chip since it couldn’t deliver more than 16-bit color
