Yes, it depends on the frequency of your monitor (usually 60 Hz), when V-sync is turned on it matches the framerate of the game to the frequency of the monitor.
It looks good (smoother), but personally I don’t use it because it can cause mouse lag (which is a disadvantage in fast-paced games like Call of Duty).
