Why would you want to fix that? It’s a vast improvement.
I don’t get it, why do some people beg for help without even caring to give out the system information, new made changes, etc…
You tried reinstalling for starters I presume.
Yes, I’m using Windows 7, and Steam Support told me to enter mat_dxlevel 95, mat_hdr_enabled 1, and mat_hdr_level 2 in order to fix a previous problem with the skybox and another lighting error (everything was stuck on fullbright)
I’ve tried, yes. And I had this same problem before I switched to using my current computer.

Saying “I use Windows 7” when asking for your PC specification, is not a valid entry.
You didn’t even say if you have 32/64 bit (not like its going to help, but might be a driver issue or just a sucky PC.)
I started writing our some shit for you to try, but then I realised you havent even given your specs. Im gonna assume total pos considering your resolution is 1024x768.
Delete hl2 and reinstall it.
Update gfx drivers.
Close all the random shit you got running.
Clean the dust out of your computer.
What does your new computer have in common with your old one?

When I saw this guys screenshots, my I immediately thought it could be 1 of 3 things.
Other games work just fine. Like other source games.
So have you deleted and reinstalled hl2 yet?
