If wasn’t the bullet would travel about 20cm away from the shooter before hitting the ground.
Hence why bullets have striation marks on them after being fired.

This is made to engage rifling and is called swaging. However not all bullets swage into the barrel. Some are expanding under ultra-high pressure to fit the bore and it’s called obturation.
Smoothbore firearms prove you completely wrong.
Anyway, the difference between, bore and groove diameter is so tiny it’s safe to say that technically, the diameter is the same - it isn’t a big thing that you are trying to make out of it.
And it’s not basic ballistics, either.
