If that definition is correct then 1984, S.T.A.L.K.E.R., Dr. Who, Battlestar Galactica and even Raiders of the Lost Ark would be steampunk. Steampunk can consist of an alternate history plot, but a history in which Victorian technology remains prominent.

That being said, I like looking at pictures of steampunk, but I don’t think I’d want anything like that in my home.
