What power can you really have if you’re a puppet of aliens, though? We don’t know exactly how much input he had in the proceedings, but I can’t imagine it was very much.That power he did have might have been spent in trying to cause the least amount of bloodshed possible.

Too be fair, it only talks about “identification check” and “inspection positions”. It wasn’t necessarily outright intended to be violent. But obviously violence isn’t discouraged and is likely rewarded to some extent.

Well, genocide is presumably preferable to total extinction. And as I said before, we don’t really know how much input he had; he’s having to bargain with things who don’t really care about our existence either way, and the only way to stop them from going the simple and easy way and exterminating us is to prove our use to them, one way or another. The terms he wishes to dictate may well have been a better situation for everyone.

I’m not saying Breen was necessarily a hero; he’s just a guy who did what he had to do.

Also, I don’t think it’s really canon, but in Half Life 1 I know that if I/Gordon went out of the way to save every security guard and scientist at Black Mesa I would probably be dead. If Gordon was really a hero then the body count wouldn’t be as big as it is.

Because heroes aren’t allowed to have any casualties right?
