GLaDOS clearly states that Chell is adopted, multiple times, and she even seriously states the fact after a conversation with Wheatley. Yes, she does lie, but I think she’s telling the truth on that one.

to further support this, one of the early released spoilers contained an “email” about different types of test subjects and how to “motivate them” it went over how psychos dont do the test the just tend to whipe feces on things and cant really be motivated, the homeless would do anything for money. and that orphans should be constantly berated about not having parents, and then as an after thought CJ asks why he doesnt pull his funding from aperture mental institutions and fund more aperture orphanages.
