Valve never said that they are going to make a Episode-concept, like Monkey Island.

The episodes are basically what was referred to then as Half-Life 3. So he was two thirds right.
Given that was released in 2004, and if Episode 3 is released this year, it really wasn’t that far wrong.
One year plus or minus is fairly average for Valve.
