Probably not but you know how unpredictable Valve can be, so, who knows.
Valve could’ve used Direct Compute to animate the fluids and make better soft edged shadows for dynamic lights but I think they still use Dx9c.
Valve tends to support older pc’s if they can, so it depends on what the users currently have.
I think Source Engine only supports until Dx9
the fluids are calculated on CPU, just open Alien Swarm in tools mode and open the Particle editor, there you can create particle systems with blobs.
Shadow stuff is usually handled in shaders not with GPGPU

Valve’s DX9 games look better than a ton of dx10 and probably better than some dx11 games.

DX10/11 support wouldn’t mean that they cannot support DX9.

All the technology in the world means shit if you don’t use it properly.
It’s more work, and they need to decide whether it’s worth the effort. The graphics are good enough, and I see no pressing reason for them to switch over.
I don’t particularly feel they need to make the switch either. I’m just saying they could support old tech while still ushering in new stuff.
Unfortunately as game development seems to be centred around consoles these days it will probably take the next generation with the capabilities that directx11 (probably 12 by then) offer before you see PC games requiring dx11 (i.e. won’t run on dx10 or earlier).
There are very few developers that develop solely for the PC anymore. It’s just cheaper to make a game with lower requirements that’s easy to port to each platform. It fucks over PC gamers as usually the ports are terrible too.

Dx10 was fucking terrible. It was a cheap, badly coded shot at trying to move everyone to Vista.
XP deserves to die and I’m not advocating its continued use, but seriously… fuck Dx10.

I don’t like that PC-exclusive dweebs think they should get some special attention from developers just because they bought the expensive components and chose not go outside.
Like any other thing a developer should take advantage of the capabilities they are working with. You don’t see many Xbox 360 games with Xbox graphics or PS3 games with PS2 graphics for a reason. I don’t have a PS3 but I still think its a damn shame that devs have games come out for that platform that look worse than the 360 version. You also don’t see many console games where you have to guide a cursor with your analog stick.
A certain degree of special attention to each platform should be done.
