Can someone go to the Steam forums and explain the situation? I registered half an hour ago and I’m still waiting for an admin confirmation, so I can’t do it.

That they should remove it from the “includes Source SDK” category if it doesn’t enable mods to be run (and we’re 99% sure it doesn’t, since a developer said it is a separate SDK).
