Are you planning to use Black Mesa’s music, or find a composer?

Well currently the plan is to use Black Mesa’s but if anyone thinks they could create a really good score for the mod, i’d be more than willing to let them.
There were some community tracks for a contest somewhere. I wouldn’t know where to find them, but if you can find them and contact the authors, there’s probably some good potential for original music.
On the Steam releases of BS and OP4 they took out the original OST for them and replaced it with HL1’s. I wouldn’t hold it against you to just stick with BM’s. Though, if you see a song that seems to fit perfectly well in a specific scene, I say go for it.
I’m not really taking a proactive stance with this sort of thing, as in I’m not going to actively seek out composers or level designers, modellers etc.
More of a “if you want to help, show me what you can do”.
I thought of just doing this as well I already have some of the BMS tracks in the mod and they fit really well, so i’ll just see how it plays out.

I think in order to do so we need Black Mesa’s source code, which will not be released.

I’d imagine you could simply release the Black Mesa installation, but exclude the unused models, sound, materials, etc. whilst including whatever is used. It might be a bit hackish, but it’s possible. Use the barebones Black Mesa files as a sort of “platform.”

IIRC, they were simply going to make it a requirement that BM is installed. Which seems the easiest way to go, anyway.
But then they’d have to overwrite BM’s files, which not everyone wants to do.
What if weapons are different model files but in the scripts, it is linked to them?
Could work, but then there’s the problem of the HUD coloration, and chapters dialogue and whatnot.
Can’t they make it a separate mod that links to BM?
I’ve never heard of that being done with a Source mod. The files always reference files inside of the mod’s root folder, like “[]materials\brick\01.”
Now, it might be possible but (as a non-programmer) I couldn’t think of a way it could be done.
