You can definitely tell the difference between 30 and 60. Just try playing Dead Space 3 with Vsync on.
30 -> 60 -> 120
Each step is an easily perceptible improvement.
With displays that fill more of your field of view the difference is even more noticeable. Faster on-screen movement also favours higher framerates.
240 fps and even higher would still be beneficial for VR, fast paced games and very large screens.
Movies benefit from higher framerates as well.

Well, it is not the first game to be capped at 30 frames per second for PC. Maybe there is something magical in the game that will make up for the strange limitation. Like a magical hovercraft!
I can find of see why they’d feel the need to cap the framerate considering the massive crowds in the game, and not wanting to risk noticeable slowdown from ~60 to ~30 in high-population areas.
But really, people should be allowed to render as many damn frames per second as they want, assuming their hardware can do it. There should at the very least be an “uncap” option. I mean, it’s not like the engine’s logic is tied to the framerate, right?

They shouldn’t feel the need to cap the framerate on PC. It should be uncapped by default. It’s possible the new engine (is ACV on a new engine?) does tie everything to framerate. People really need to stop doing that in 2014.
