She’s an incredibly fast woman.
She manages to leave a citadel full of Combine soldiers while carrying a one legged man, then she leaves the city which is also crammed full of Combine soldiers, then she travels all the way to the White Forest base trough the outland, which is also full of Combine soldiers, then she flies all the way to the north pole AND finds Borealis. All that before Gordon even wakes up.
The Combine should have kept her.

Any rebel base with the required vehicle to take her to the arctic then. I doubt they’re scattered all over the place.
And I suspect a base like that must be somewhere out of the city, for it to go unnoticed by the Combine.
It doesn’t matter really, she’s still surprisingly fast.
Also, you have no idea exactly how long you’re buried under the rubble for between HL2 and Episode 1.
