They won’t pull this shit because we won’t let them. Sure, SOPA never had a chance, but that’s only because there was such massive outcry against it. If we didn’t bother getting upset on the assumption that it’d never go anywhere then the very thing keeping it from ever going anywhere would be gone.

They aren’t. That’s why they don’t go out and tie people up and torture the shit out of someone based on very shaky evidence against said person. However they will happily authorize the military to do the same just because it’s out of site and out of mind and the subjects are accused terrorists. Ordinary people can do some pretty fucked up things when the lines are blurred by sketchy justifications and someone else does the actual dirt work. Here the sketchy justification is “stopping piracy”. There the justification was the “War on Terror”.
SOPA and PIPA are pretty much out of the picture for now, there’s not really reason to, and even if it was gonna happen it probably wouldn’t make much difference. But don’t think no ones gonna try pull this crap again.

No, but the problem is that few if any of the people who would vote on it actually understand the technology that SOPA/PIPA is attempting to regulate, and thus they don’t understand the negative impact the bill would have on legitimate users. So, when the proponents of the bill, that is to say their peers, say that SOPA will help stop piracy and help American business, of course they would think it’s a good idea. Plus, you have such organizations as the MPAA and the RIAA pushing it on them. It’s a good thing that the people in the government aren’t horrible evil people out to get us, because otherwise the outcry would be for nothing and the bill would pass anyways. But they did need to hear it, otherwise they may not have realized exactly what it was going to do.
Not to mention, how many people in Congress can read, anyway? Remember the health care law? I don’t think the full text of the bill was ever released for public view. There’s only so much difference between legitimate blunder and calculated liberty reduction. Call me paranoid, but the only thing you can rely on about people in power is that they want more of it.
