You are the second person I see posting this bug. I have no problems with this panel on my PC so it seems to be hardware/software-related issue. Could you please elaborate on your CPU/GPU/RAM/VRAM/OS and drivers version so we could collect a statistics on people suffering from this one and be able to pinpoint what causes the problem?

Even I had this bug, but it only appeared when I saved, fired a laser onto the wall (sheild unplugged) and loaded the previous save. This was consistent (as in only that particular save had the glitch, even after re-starting the game). However loading up another save, fixes this.
