I used photoshop, made the background rusty metal, and coloured it green.

Look for Paint .Net. It’s very simple to use, and yet powerful if you know how to use it. Plus it’s free and open-source.

Hell, the first ever wallpaper i made was in MSpaint. It was made so that you had to center it and make the rest of the screen black.
