No. It’s not that. If that were true, he would at least understand how it is interesting for others. Instead he is simply dismissing it completely and saying no one should find it fun purely because there is no shooting and therefore “boring”.

I don’t want to be able to fall an insane depth and be able to catch myself on a ladder a centimeter from the ground and take no damage. IMO you should be able to catch yourself on ladders but after a certain amount of free-falling you’d take an increased amount of damage.
