A theory Iāve heard is that itās Saudi nationals. Saudi citizens have unrestricted travel into the US despite the lions share of the 9/11 hijackers hailing from Saudi Arabia. Obviously, thatās just a theory until some actual evidence is compiled, and the way the bombings seem at the moment donāt seem like typical suicide bombing strikes.
