O4U is Uranium Tetrahydroxide with a Google search. So Dihydrogen Uranium Tetrahydroxide. It’s pretty much 2 parts hydgrogen, 4 parts oxygen (ozone), and uranium. No clue what it would do.
I don’t think that any of those things react, but then I’ve never taken any sort of chemistry or physics class, so I probably shouldn’t be speculating here.
well uranium has radioactive isotopes so I would guess it would end up changing into different materials pretty fast

It’s nothing - it doesn’t balance. There’s a lot of stuff that’s composed of these 3 elements, but this isn’t one of them. It may be possible to force bonds, very briefly, in an extremely low or extremely high energy situation, but other than that possibility, 1 uranium, 2 hydrogen, and 4 oxygen don’t balance, and so won’t be a compound.
Our drinking water is within safe limits; I only know about it from seeing a water quality report.

If you want explosives, it’s possible to make a crude gunpowder using stuff you can buy at Home Depot. It’s a terrible idea, and extremely dangerous, but it’s still technically possible if you really, really want to blow up a water delivery truck.
Edit: Not Chernobyl, just New Mexico. There’s plenty of uranium out here.

You can find it in almost every part of the world. It’s commonly referred to as brimstone. It’s really common where you live.
