man WTF? why is every castle and ruin and cave inhabited by bandits and other assholes, why can’t some be inhabited by traders or something. and the forsworn and mages and whatnot, why do they always gotta be hostile, why can’t they just be cool once in a while? I mean, I just busted the forsworn king out of prison, and I walk by a random castle and a bunch of forsworn come out wanting to fight me, what gives? I put my weapon away, I show them mercy, I try to talk to them, I put on my speachcraft necklace, I use calm, but nothing gets through, they’re all just animals :[

Sounds like it’s probably that the game’s messed up. I’d google a solution first, if you haven’t already. If you have the steam version you can trying verifying your files, or just completely deleting the game files and redownloading them. I suppose it’s also possible that there’s an in-game reason…I don’t know of anything that would cause that, but maybe there’s a disease that would do that or something?
If it’s still happening, try loading from a much earlier save, as in earlier than when you first started hearing it. If it’s not happening then, then you may have to play from there.
Also, to get rid of buggy arrows, type sexchange into the console twice. I suppose you could try that for your breathing problem. You could also try Showracemenu, it doesn’t change any of your stats or face/body shape. It DOES remove all of your makeup(/manly face effects for you male characters) from your person and all of your saves though, so you will have to re-do that if you were wearing any.
The only way to get rid of the bugged cave effects that I’ve found is to reload from inside the cave and play from there.
Also, this one damn dark elf assassin sure is a persistant bastard. I’ve wrecked him on five different ocations and threw him downstream each time, but he just keeps coming back for more. The khajjit and the other person seem to be legitemately dead, but dat Dark Elf. The funny thing is he is still just as weak as he was before, so now that I am level forty something it’s more hilarious than annoying. He’s just so eager for his bi-weekly ass kicking.

Yeah, I think it just becomes empty. I think the husband of the blacksmith in Dawnstar died in a dragon attack, so now I can’t do a quest that he’s supposed to give out 
Their relatives or spouse take it over is what I had read before the game came out.
