They don’t start before you leave the train - the train ride is just sound, no subtitles.
If that’s not the reason, did you try the second option? 
No subtitles with Barney too? I’ve tried both options…
Well at least after opening the big gate/door and walking inside you should get subtitles…

I had exactly the same problem - no subtitles in the game (after intro). I use czech language in the steam app - the solution for me was to switch the steam app to english language (Steam/settings/interface). After this now I see subtitles in Black Mesa

No, there is not yet subtitles in french

Why BMS team don’t create a guide in order to create unofficial voice ?
Because it’s way more coplicated than just translating text. And also, because the original version is always the best
About the subtitles, it’s actually a (good and pretty advanced) work in progress
