The one you’re looking at was painted in SAI and ported to photoshop where I used some custom brushes for the background and X-Ray.
The texture is achieved by tedious 1-px brush detailing throughout, while the overall grime is achieved by scanning a dirty piece of paper, with some on-purpose blobs tossed on.
