A security guard who has been wounded tells me if I go below and power up the station we can take a train to the surface. I’ve powered up the fan but now what? I can’t find the way out. The stair well is missing a section and the fans won’t blow you up and out like in the big silo. (that was a nice little egg btw)

You go back to where the guard is and press the button in the control room. You should be able to just go straight up.
That’s what I assumed but how do I get back up? The stairs are incomplete and I can’t find any other way out.
Ok the this time an elevator came down with some soldiers on it. That didn’t happen the other times I went into that room. Bug.
It’s not a bug. The elevator only comes down once you’ve activated the power. Just like HL1.
I did activate the power as you can see from the screenshot and from the text in my post. I looked all over after starting that fan several times I went into that room and nothing happened. I decided to go back and keep trying and that’s when the elevator came down.
So, yes, it’s a bug.
