Go to User CP and in the left menu column click on Edit Avatar. There it should be pretty obvious what to do.

Also, make sure to read everything in there, specially the part about file types and sizes.

If you have any pictures in your computer, just click on the button that says “Browse”, select the picture you want, click open and then click on save changes.
